In the 2030 General Plan Update, the San Pablo City Council asked Dyett & Bhatia to “put people first” and include a Health Element in the Plan to achieve a broader definition of community well-being, instead of just focusing on land and buildings, cars and creeks. The Council’s charge was to:

  • Recognize health conditions in San Pablo today, and some of the environmental factors that contribute to these conditions;
  • Focus on the relationships between community health and wellness outcomes—such as death, chronic disease, drug abuse, crime, and incarceration—and the built, natural, and social environments;
  • Propose policies and implementation program to address identified major health issues facing the community; and
  • Provide an explicit and direct public health perspective, and a mechanism for navigating health-related policies that appear throughout the rest of the General Plan.

San Pablo is among the first communities in the State to develop and adopt a Health Element for its General Plan, and all participants in the process enthusiastically embraced the opportunity to bring a health-related perspective to long-range planning. Many Planning Commissioners and City officials had close ties to the local medical center, community college, and various social assistance organizations, and made a strong case for addressing community health in the General Plan and identifying a concrete role for the City. Key themes that provide the organizing framework for the element include:

  • Healthy Transportation and Physical Activity;
  • Healthy Food Access and Equity;
  • Access to Services and Planning for People First; and
  • Crime Reduction and Perceptions of Safety.
