To implement its new Comprehensive Plan, the City initiated a Mixed Use Zoning Project for key corridors and districts outside Downtown where new regulations will be needed. Dyett & Bhatia led a multi-disciplinary team to look at best practices and test zoning concepts on specific sites in different character areas. National case studies evaluated effective ways to accomplish specific objectives for mixed use zoning, including:
Establishing flexible bulk and massing standards;
Providing incentives for affordable housing, historic preservation, publicly-accessible open space;
Requiring ground-level spaces to be designed to accommodate commercial uses;
Regulating transitions in scale and activity between higher-density mixed use areas and adjacent lower-density residential areas;
Providing outdoor living area for residential development.
This nine-month project was completed in early 2015.
