Half Moon Bay General Plan, Local Coastal Program, and EIR
Perched against a backdrop of the Pacific Coast, open bluffs and forested hills, Half
Moon Bay is the most-visited coastal destination in the Bay Area, and one of only two
California cities entirely within the Coastal Zone. The oldest town in San Mateo County,
the city has a traditional Main Street-oriented downtown, and a unique agricultural
heritage that is knit into the local culture and the economy.
Dyett & Bhatia led the development of policies to update the City’s General Plan and
Local Coastal Program, and worked closely with City staff to ensure that the planning
process responded to the needs of the community, through “community conversations,”
stakeholder interviews, a citywide mail-in survey, and multiple iterative workshops
and community forums. The Draft Local Coastal Program Land Use Plan and
General Plan were released for public review in 2016, focusing on community priorities
such as preservation and enhancement of the city’s scenic setting, natural environment,
and small-town character. The Draft Local Coastal Land Use Plan also considers
adaptation measures for potential sea level rise impacts, informed by a sea level rise
analysis prepared by D&B.
