Portland Mixed Use Zoning
To implement its new Comprehensive Plan, Portland initiated zoning efforts and hired Dyett & Bhatia for two separate efforts – Multifamily Zoning standards update and Mixed Use Zoning for key corridors and districts outside Downtown where new regulations are needed. Dyett & Bhatia led multi-disciplinary teams to look at best practices and test zoning concepts on specific sites in different character areas. The projects included:
Establishing flexible bulk and massing standards;
• Providing incentives for affordable housing, historic preservation, publicly-accessible open space;
•. Requiring ground-level spaces to be designed to accommodate commercial uses;
•. Regulating transitions in scale and activity between higher-density mixed use areas and adjacent lower-density residential areas;
•. Providing outdoor living area for residential development.
Regulations were adopted in 2020.
