San Diego Mixed Use Zoning

Dyett & Bhatia helped City staff develop the first purpose-written mixed-use regulations for the city for areas outside of downtown. The regulations are contained in a new division within the Land Development Code, and include three primarily-residential RMX Zones and three primarily-employment EMX Zones.

The zones will be applied to within Transit Priority Areas (TPAs), help the city transition to FAR rather than density-based zoning, support the need to locate housing near jobs within TPAs, accommodate a flexible mix of uses, require a physical pattern of development that supports the City’s Climate Action Plan goals, and support the innovation economy by allowing for R&D, incubator, and co-work spaces.

The new regulations were adopted July 2019 by the City Council.
