Vacaville General Plan and EIR

D&B prepared the 1990 General Plan for the City of Vacaville, building on the 1958 General Plan prepared by our predecessor firm (Livingston & Blayney). The impetus for the 1990 Plan stemmed from the high level of development in the 1980s, culminating in over 2,000 housing unit permits issued in 1989. Key features of the plan included 10- and 20-year growth boundaries, community separators and greenbelt buffers, creek and ridgeline protection, mix of housing types and sizes in new development. Roadway improvements, parks, school and airport land use compatibility were also addressed. The plan also outlined strategies for urban services, including fair share of costs of building and maintaining public services and facilities.
